Here is a potential twist, for those wanting to further interaction between players in hostile sov context.

Everyone can dock at every outpost.
(Not to be confused with POS stations, but the full-on, captains quarters having outposts with clone facilities and markets)

Market prices for the players not allied with the station owners, so long as the owners are not NPC: Double normal.
(The owners collect the added difference in price, making a trading hub possibly quite lucrative)

Item Delivery charges:
Market prices for items not local to the outpost, but one in the region that you can view: Plus 10%, PLUS an additional 10% for each system away by shortest gate route.
Examples:
Item in same system, but different outpost, add 10% only
Item in next door system, (1 gate jump), add 20%
Item 5 systems away, (5 gate jumps), add 60%

This price would be in a separate column, so the price difference can be seen.

This would add in a significant ISK sink, as well as enabling those operating on the fringes to continue... at a cost.

So, you are at a hostile outpost, and trying to buy an item 5 systems away:
160% normal cost for item delivery, plus double as a non-liked patron, total cost 320% normal
(The 100 ISK item ends up costing 320 ISK, if you have to have it right then and there)

So you want people to technically be able to stage a cap fleet indide your own station regardless of standings?

Heartily agree with this idea.

If you want to make sure someone doesn't base out of your area... kill them. Repeatedly. Don't like docking games? Get creative.

Can you set docking rights prices based on standings?

Absolutely. Imagine how convenient it would be knowing that the cap fleet was there, simply by looking at the station guest list.

You can double the cost, like anything else.

Your allies would need to be charged the normal rate, however.
