Ship spawn and hover points different in CQ?

I've noticed that when I switch chips in CQ, the new model spawns at a low-ish location, then slowly floats up to the normal spot where it hovers and spins and whatnot. Kinda reminds me of a balloon being released and reaching the end of its string. Is this intentional?
