Fix Found:
I spent 2 days trying to follow everything that EVE said to do to try and get EVE to run after it failed from a patch update. I removed the game to try a fresh install and All I got was Archive extraction failed: 3. I followed the steps on the offline install page which are incorrect. As well as almost everything I could find on the internet. None of it worked. Including the EVE repair tool.

I should mention the state of my Computer before running this was. OS is Win 7 pro.

1. Game was uninstalled. CCP folder deleted from program files folder.
2. Also I deleted the CCP folder inside c:\user\Profilename\AppData\Local\CCP. Before I ran this final successful attempt.
3. Only download the Executable from (http://community.eveonline.com/support/download/offline-installer/) to an empty folder and run it alone. It will pull the 2 payload files on it's own and install the game.

Having downloaded the payload files with the Executable to the same folder as the website says manually, many times, thinking they were corrupt, with no success, I almost gave up on the game entirely. I hope this helps someone. It would also be nice if an Admin would update the instructions on the web page because they are no longer correct if they once were.
