Sadly your very wrong about that, the unspoken golden rule which has been in place for a long time is that you pay 200m isk pr 1m sp , and then you add a price on top of that if the character isn't fuckedup in training, and i have 2 remaps and the character is very focus trained into a perfect industrialist that have Exhumers V , refinery V refinery efficienvy V, on top of that its somewhat ready to fly hics / dics / hacs within minmatar.

So the start bid stays at 7b isk.
