this is not a feature or an idea please take it to some place like general discussion. also i'm pretty sure its on sisi so go look for yourself

As the shield recharge rate for every Pirate Faction Cruiser is 1250 seconds except for the Phantasm, for which it is 2082 seconds, the answer to your question is quite self-explanatory I would think.
