Pretty sure Dryson only comes up with his crackpot ideas because he know it'll get this kine of reaction. Personally, I'm convinced Dryson is either one of the biggest trolls in the game, or one of its biggest masochists. Either way, a Dryson thread is usually very entertaining.

If you want Concord in your belt, then have a friend or alt (out of corp) line up rookie ships and shoot you. Concord will go all armageddon on their Ibis and remain in the belt for a while.

Mining is already silly poor money. CODE is easy to avoid, just pick a system out of their influence and keep a passing eye on local.

I'm more confused by the game mechanic request as it seems unservicable. Currently, it is better for miners to compress the ore or sell the ore unless they have excellent refining skills and standings. So wouldn't a tax on refining mean nothing to mist miners? So would the refiner pay the tax if he bought ore in bulk? Wouldn't this require the ore to be flagged in some way so it was known there would be a 15% tax?

This seems like one of those ideas where the OP either hasn't thought it through, or he did and is trying to hide the fact that this "tax" wouldn't be paid by most miners anyways.
