I've used the following Ishtar fit for exploration in Guristas space, but now I'm moving to Sansha/Blood Raider space.

This is a higher dps version, but it is very easy to change it to more tank if needed by adding some shield power relays or the MWD for Shield Resists.

I liked the Ishtar a lot, and I'm wondering how I can adapt the fit to Sansha space. I think a high-sec version should be easy enough as there is not that much tank needed for a 4/10. But I also want to do low-sec exploration, and that is where I'm a bit stuck.

I played around with some ideas, but any armor fit with a decent tank has a lot less dps compared to my Guristas shield version. I'm open to slightly pimping the ship, if necessary, but I don't want to fly around in a loot pinata.

Is the Ishtar a viable ship for low-sec exploration in Sansha and Blood Raider space (up to DED 6/10)? Any fittings that work for this purpose?

And if not, what other alternatives (except T3 and Command Ships) are there?
