If I want to make public comment about profile picture of someone where can I do it? Nowhere I think.

I propose there could be permanent thread open in every capsuleers profile data. This thread could contain any discussion about this capsuleer. There you could comment his/her profile picture.

Comments are welcome for my idea.

Is there an addon like Add Block Plus or Ghostery or similar for EVE with which I can block this crap? If not, it's a big no.

Step 1: Click on the EVE Gate logo in the top corner.
Step 2: Look near the middle of the screen for a grey text box that says "What are you up to?"
Step 3: Put your comment in it and submit the comment.
Step 4: ????
Step 5: Mission Accomplished.

People don't realize that what OP wants is already implemented: EVE Gate is, in fact, the Facebook of EVE.

You are partially right. There is contact chat and corporation chat. We need additional tab that gives public chat.
