The real solution to "Mom Popping" in Incursions

Your point is kind of irrelevant though, the easy ISK is available all over highsec, and throughout Eve really. Besides incursions, in highsec you can - do SOE L4s (blitzed at 100 mil/hr), mining (decent isk if done right), trading, scamming, exploration, manufacturing, etc... There are a tremendous number of PvE activities that if done rigorously will lead to lots of ISK. In safe area of null (ask the renters!) you can rat, run missions, do Ded sites, etc... also leading to a steady flow of ISK with minimal PvP risk.

That's really the design of Eve - you do PvE to make ISK. and PvP at a loss for fun. Changing that would require radical and fundamental changes to the entire structure of the game - I don't really think anyone has mapped out a way to make that work. Nerfing incursions without nerfing all other comfortable ways of making Isk would serve no purpose and have only a minimal impact.

The other way of looking at the design of EVE, is that the riskier the PVE and the higher its exposure to PVP, the more rewarding it should be.

Some of us pvp to kick others in the belly by suicide ganking or killing ratters to stop them from making money, to stop them from pvping us. That is how attrition is done.

The game is in fact designed the way you would like it to be. Nullsec incursions have buffed rewards, nullsec has much better DED sites, etc... The playerbase is the group that is rejecting your desires for how to play the game. They won't run nullsec incursions because its too risky. Lowsec incursions are monopolized by two scary alliances. To the extent people want to operate in nullsec they create giant blue donuts to minimize risks. And most of the player base prefers to operate in highsec, even with less isk/hour, to avail themselves of CONCORD protection. Lowsec, which has the most free flowing PvP, sees the least PvE, because players apparently do not want to expose themselves to risk while doing PvE. It doesn't seem that trying to force risk onto PvE players is going to work, they will either continue to operate in highsec with lower rewards, or they will just join up with the blue donuts in nullsec and farm.
