ESS doesn't upgrade

Don't know if someone noticed, but the Encounter Surveillance System (from all races) doesn't upgrade properly over time/npc kills

Anyone have the same problem?

It does upgrade, however the bracket does not show the bonus percentage due to some recent changes.
This will be fixed in our next release, Oceanus on Sept 30th. Sorry for the inconvenience for now.
