Consistant issues surrounding importing patches

This happens every time I swap computers. I export the patch to a USB drive and then import it during the launchers validation cycle, patch runs and completes. Launcher breaks and my game won't load or connect to the server.

So I have a few grievances here aside from not being able to play:

1) why allow the installer to launch a patch designed for an earlier client version?
2) why are patches not designed as the "full patch" of yore i.e. they install from any client version and update the necessary parts to the modern version as stipulated by the full patch number
3) repair tool doesn't work with windows 8.1. I can't repair my client. It literally doesn't work.
4) I don't know what version # my eve client is now thanks to a failure of the client to tell me anything

So this is basicly a deletemywholefolderanddownloadthegameagainonmyawesomeUSBinternetconnectionthat's180$for12gbofdata.

It's just insane, can someone please please help me force this ******* piece of **** to just install the right patches and repair itself. I am so god damn sick of wasting MONEY on this game because the launcher is brain dead.

[edit] I've forced the game to load and this is the version number from the "about eve" option in the escape menu
EVE Online
Version: 8.47.820762

this thing doesn't know what the **** its doing.

[edit2] preliminary analysis puts this new windows 8 computer as having several administrator bottlenecks in place. I had to disable firewalls, antivirus programs and modify a lot of settings in the back end to get the repair tool to run. Now I wait and see if it actually patches and works correctly.

eve has been repaired, for now. Looks like this was an issue that started with incorrect patching by the launcher being compounded on various windows bottlenecks preventing the repair tool from running, amongst other issues. Not sure where to point the finger here, my original points remain.
