Stating that HMs are overpowered is an interesting one. At face value it sounds reasonable. But is the Caracal overpowered? Or the Cerberus? Hardly. This suggests that the problem isn't HMs alone, but rather the combination of HMs and Drake, probably related to the ease of fitting MWD, tank and HMLs on the Drake, since a HML Caracal has no room for a LSE without fitting mods. You could add the Tengu here too.

Their range is excessive. Cut it in half and heavy missiles will become balanced pretty good.

I disagree that tier 2's are too good.

The vast blobs of Drakes and Hurricanes beg to differ.
Tier 1 BCs are not bad ships based on slot layout etc. - they're bad ships because tier 2s exist.

Now yes they can have BS level dps but then have cruiser tank or they can have cruiser dps with BS tank.

Do you even play this game? It doesn't look like it.

To be honest, the only tier 1 BC that actually needs a rework is the Prophecy. Why? Because it's the only one where, if you nerfed its tier 2 counterpart, it would still be useless. It needs a distinct role or style. For example; making it a missile boat instead.

Indeed, a ham spamming prophecy could work really well and would give the amarr players who have trained missiles for the sac and such some more toys.

I still await the torp spamming baddon..

Cruise missile range is excessive as well, yet people don't complain about them. On the contrary, they're quite weak.

It's not a simple issue of nerf HML range, it's an issue of the hulls they're most used on (drake) being too easy to use and exploit without sacrificing anything. One needs only look as far as the cerberus to see that this is true. If it was all because of HML range being excessive, then the cerb would be one of the most powerful ships on the field. The dominance of hurricanes could be attributed to the dominance of autocannons, but it's also to a point, the bonuses on the cyclone. This ties into my point on the prophecy and a point I've made a few times. These ships have had the same bonuses despite mechanics changing around them and at this point being completely different than when they were created. The core aspect of balance CCP doesn't seem to want to touch is possibly the only aspect that can bring greater balance after every weapon system gets tweaked as much as it possibly can.

When it comes to the Tengu, it's more the power of the 100mn fit that enables excessive kiting ability with no ballooning sig radius. On that point it's as simple as removing any ability to fit oversized prop mods. But of course there we're comparing tech 3's to tech 1's, so there should be a night and day difference in effectiveness.
