third parties like zkillboard can probably easily script this. All they have to do is to go through the last month and count unique pilots on killmails for each faction.

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

but seems that since 2 days ago Roll there is no need for that anymore ,and the pendulum is right on track like usual Shocked

CCP it's time to remove Off Grid Boost and Put Them on Killmail too, add Logi on killmails .... Open that damn door !!
