lvl 4 storyline mission gives less faction standings boost than lvl 3?

Is this intended? Or an overlooked mistake?
I am talking about "Materials for war preparation" mission, which comes in lvl 3 and 4 kinds. They are pretty much identical except for what kind of material you need to get, which you can simply by from the market. Yet lvl 4 mission gives half the standing boost of the lvl 3 one. Why?
