Refining Implant (bug?)

So I have the following skills

Refining 5
Refining Efficiency 5
Kernite 3

I have 7.0 standing with the corp i refine at, and it's a 50% NPC station.

Based on the UI and Dev Blog my math should be:

50 * 1.15 * 1.1 * 1.06 * 1.0 = 67.05%

I just pluged in my new 4% implant, so the math should be:

50 * 1.15 * 1.1 * 1.06 * 1.04 * 1.0 = 69.7268%

Now here is my problem.

The UI shows this:
50 * 1.15 * 1.1 * 1.06 * 1.04 * 1.0 = 67%

The UI shows no change in my % after plugging the implant in. I even tested with 100 units of Kernite. I tried undocking and docking, and also tried restarting eve. The UI continues to show the 1.04 for the implant but the final % did not change the final % of my refining skill.

Has anyone else experienced this? Is it a UI bug?

Do the math yourself, and check the amounts you get and not the numbers in the UI.

The UI may not be wrong and simply confusing / misleading, but it also could be bugged.

Note that the implant does not apply to scrap, neither does Reprocessing skill & Reprocessing Efficiency skill.

I did the math myself, and it's what i posted above. My point is math =/= UI % displayed wanted to know if others have this same issue, or if i'm just an odd ball.

I am aware the the implant doesn't apply to scrap and other reprocessing (despite showing in the UI). Thanks for warning me though just in case =)
