Don't need anything fancy here, mainly needs the following:

Mining V
Astrogeology V
Mining Barge V

Exhumers is a plus, but not neccesary. Some drone skills would also be okay. Anything beyond that would be considered wasted SP and won't be factored into the price.

Max budget is 2 billion.
