Mining in lowsec really should be done in the context of a corp that does a strong home defense. While not designated bait for a fleet, you do act as a fleetmember that generates fights (aka content) just by being there. While your ship might not always be saved, a good combination of fitting and non-AFK gameplay can be quite productive. It does have some merit to mine in lowsec instead of hisec, but it's not really offset by the risk. It is offset by the fun you'd have playing with other people and being a valuable industrialist to your corp.

I thought I would give you some tips about mining. First off, don't join a mining corporation. These corporations get war-decced by high sec pvpers for easy targets (Marmite Collective, Devil's Warrior Alliance, etc.). Join a player corporation to socialize and do stuff in game that you can't do alone. If you are not going to join a player corporation right off the bat, consider making your own corporation. It takes just a few minutes to train Corporation Management to 1 and costs very little. This will get you out of the NPC Tax, and your chance of getting a war dec are low (so long as you do not provoke anyone).

Next off, 0.5 sec status is the most profitable hi-sec has to offer. You are wise to use a Procurer rather than a Retriever. Don't be gank bait. Scordite, Plagioclase, and Pyroxeres (in Amarr space) are the most profitable.

Finally, here is a nice fit to discourage gankers. You won't be able to fit all of the tier 2 mods, but you can down fit. Consider this something to work towards. For the money it is great for both protection and profitability.

High Slot: Modulated Strip Miner II + proper mining crystal
Medium Slot: Thermic Disspation Field II
Medium Slot: Adaptive Invulnerability Field II
Medium Slot: Adaptive Invulnerability Field II
Medium Slot: Survey Scanner II
Low Slot: Mining Laser Upgrade II
Low Slot: Mining Laser Upgrade II
Rig: Medium Core Defense Extender I
Rig: Medium Core Defense Extender I
Rig: Medium Core Defense Extender I

Drones
4 * Hobgoblin II
1 * Salvage Drone
5 * Mining Drone II

If you do come under attack by a group of gankers, overheat your middle rack (you need to train Thermodynamics). The Thermic Dissapation field really helps your durability to the dreaded Gankzilla fit Catalyst. The EM hole in your shields is covered by the large EM resist in your armor so you still aren't vunerable to the EMP Thrasher.

With a good fitting & skills a Procurer is a tough cookie to crack. Other than 'miner-bumping' or jet-can theft you are not going to have any problems.
Joining a corporation that specifically advertises itself as a mining, industrial, or newbie-friendly can be problematic as they will invariably be wardecced quite often. I would advise against joining such a corporation except if it is keeping a low profile and not advertising its activities.
Mining in low sec is not advisable unless you are in a well set up fleet and even then it will be a pain. Better to keep an eye out for grav sites in high sec with Hedbergite, Hemorphite, & Jaspet in them if you want the 'rarer ores.

It's a good idea to swap one of the MLU II in the low slots for a Damage Control II module to give even more tank.
