quick noob question about 'red' players

This post actually made me tweak my overview a bit, as well as pin local next to it. Criminals and suspects now have a flashy background, while outlaws and negsecs have a solid. This is especially important with the yellows, because negative security standing on its own doesn't exhonorate you from crimewatch when you engage the player, while a suspect is fair game. So this way, i know that solid yellow means someone who did naughty things in the past, while flashy yellow is someone who can be shot without CONCORD coming down on me.

Local pinning is VERY useful if you have started flagging hostile players with bad or terrible standings. It goes a long way in telling you if there is someone in system who is known to suicide gank, so you got to watch D-Scan more closely.
