What you want, ideally:

-Several L4 agents close to each other (or in the same station even)
-Located in 0.5 system with no low-sec system within 3 jumps
-LP store sells BPC for high-value (not low-volume) items

The key is identifying items with good isk/LP conversion. Outside of SOE, that's mostly 5 runs BPCs. Check this place for good BPCs, find out who's selling them and finally select the corp with the best agents location.
