Are the accounts with the characters active? I don't know if that's a requirement or not. If they are, I noticed that they don't have cap emission skills (required for incursion nightmare fits). Is it possible to offer an extra 0.2bil (200mil) for #7 if you level the skill to 4 by your end date (18th)?

I haven't found anything on forum rules about offering more if you continue skill ups.
