Picture of the problem

Well as it says with the title, I can't find a place to do time efficency or material efficiency.
Is this a bug or what? I've checked a few other stations but that doesn't seem to work either
If anyone can help me please do! Oh and this is in dodixie.

That station doesn't have research facilities- you cant do any time or material research there

the nearest station for research is Ainaille VII - Moon 5 - Duvolle Laboratories Factory, 2 jumps away

Use dotlan to find stations with lab facilities http://evemaps.dotlan.net/map/Sinq_Laison/Dodixie#sec

Your picture also has the solution already. Go to the rider "facilities" and look up a facility which can actually do research. Then transport your blueprint to the station you selected and presto: You can now research.

Dotlan isn't even needed.
