'Sup fellow Podjockeys. When my default Overview tab includes cargo containers (it's x'd in the column), why can't I loot small unsecured cargo containers especially when I ensured that I saved the change?

It's a little colored dot to the upper left of your capacitor which prevents you from doing suspect or criminal acts. You can only loot cargo containers that belong to you if it's set to green. To steal from other containers (they will appear yellow if they belong to another player) you'll have to set your safety to yellow, which allows you to loot and go suspect. Once suspect, people will be able to shoot you freely for 15 minutes until your timer expires.

If the container icon on your overview is yellow, the contents of the container belong to someone else. Stealing from a yellow container is a suspect offense and will allow capsuleers to destroy your ship and pod without consequence until the flag wears off.

Your safety setting is set to "green" by default and will prevent you from committing suspect offenses. It is located at the top-left of your health display. To steal from a yellow container, set it to yellow. Be warned that as soon as you take an item, you will be flagged and players can shoot on sight (looking is OK though).

Because overview settings have nothing to do with the safety mechanism.

You have to set safety to yellow or red to be able to steal stuff.

Just to elaborate on that, your overview acts as a filter to show nearby objects you can interact with, but it does not change what is there. The cargo container is there, whether or not you can see it on your overview, and you can still access it by clicking it in space. The overview just provides a handy list of containers, or ships, or planets, or whatever it is you have configured to show.
