Thermal paste is not something magical that improves heattransfer. If it's applied incorrectly (which most people will do, smother the cpu) it reduces heat transfer.
It has its niche when the surface is not completely smooth (making the heatsink touch the cpu with a very small surface) So unless your cpu or heatsink is dirty, you'll get reduced heattransfer with paste.

It has its uses, but in 99% of the cases you are better off without it.

Because no cpu should be running at that temperature? should be running at 50-60. if its 60-70 then the cooling solution is inadequate. I've seen GPU's as high as 115, but pushing past 90 and it's time for a cleaning and/or new fans.

High temps on a cpu are usually a result of too much/not enough thermal paste, dunno your level of experiance with this, but typically, you want the size of a pea, spread evenly.

Also, ASUS has a pretty decent RMA policy, at least on the higher end mb's they replaced an old asus rampage 2 extreme with a new "at the time" rampage 3 extreme for free, if you are still under warranty might be worth looking into,

i will however note, that the process is anything but quick. also have you tried the new ram in another board? it may not be the boards fault, some boards simply dont work with certain brands/types of ram, you can usually find a master list of ram sticks tested with your specific board model always check this list when buying new parts.

I made this mistake with the above mentioned rampage 2 board, and bought ram that didnt work well with the board, hence how i learned about the list lol.

A visit to the pc shop is not needed, but a time saver, its up to you what your time is worth, generally i recommend against it, as they are going to charge you for the same work you could do yourself.

There is another thing I want to mention which is your power supply. If you're overworking it, it will generate a lot of heat and the fans will go into overdrive to try and keep itself cool.

Power supplys are usually far enough away from the rest of the parts that the natural air circulation should suffice. Though i suppose it is possible if you didnt do any cable managment or clean your case often.

Update for everyone:

Installed new mobo, now everything works correctly and the 16gigs of ram is registering. The fan is still a damned nuisance, so I just ordered 120mm HSF and it'll be here tomorrow. Enough of the fan shenanigans!

To apply thermal paste I thought you just put a pea-sized blob in the middle and fastened down the HSF thing, as it would add enough pressure to evenly spread it? Or should I pre-spread it with a credit card or something?

Also for someone who said I may not have a standard rig, It's an earlier version of this sexy beast that was only like $699, I think it was a deal :) but they are pretty good at putting computers together so they aren't retarted or w/e. I just happened to get a loud (cheap) fan and a crappy mobo (which is rare for an ASUS mobo, if my research is at all accurate)

Either the peas in your neck of the woods are really small or you intend to slather the CPU with a huge amount of paste. Think of a single rain drop, that's as much as you need.

I've just dropped the paste in the middle of the CPU die and used the heatsink to spread the paste evenly using circular motions and then fastened the heatsink clamps. I've done that with every computer I've built and never have had any overheat problems with CPU's. Note though that I've also always used really large heatsinks.
