Unfortunately, the new industrial hubs of Eve are the one-station holes with only 24 offices. All of the candidates within 10 jumps of my previous station had only 1 office available on patch day and (sorry guys) I rented each of them to hedge my bets. It's not as easy as it seems to follow a team. For instance, a quality team in my area has moved into a system with no factory facilities -- obviously where a POS is in operation. And the teams pending in my system are coming where no offices will be available for the next month. The thing about being too late is it sucks... to be... well... too late.

As I've said elsewhere, it's not easy to move into a 1-station hole with no available offices. I've picked up a team priced at about 7% of its value to me, and for the time being nobody can leverage my cost. Even when as it starts to happen, I'll simply downgrade a team to account for 'leakage'.
