Can't delete or create Notepad folders

Currently I have very old folders in my Notepad, all unused, however I can not permanently delete them, or permanently create new folders
When I delete or create a new folder, it all resets back after a client restart to the 3 current folders.
Creating or deleting notes themselves have no issues.

Any suggestions?
