But you have to wardec the corp owning the tower before you can shoot it without concord intervention. And the 24hr wardec window allows lots of time to unanchor a tower with corp x, scoop and reanchor for corp y. A small tower takes 7.5 minutes to anchor/unanchor.

Scout's suggestion is to eliminate Concord intervention if the tower is already offline. So attackers only receive a suspect flag, at which point the POS owner (or anyone really) can come and try to beat them up to save the POS. No wardec involved.

Basically this, probably I was not very clear yesterday night and i'm sorry about that.

If people want 50 towers in high sec they should be ready to defend them all and at least keep them online, using fuel, charters and even strontium to reinforfce them
