Refining not at full base yield in upgraded stations

As we have just tried to refine in a T3 upgraded refining station the base yield only says 52% when you hover over to get the reprocessing calculator.

How is it possible to do this wrong in such a big industry/reprocessing patch?

Did CCP just forget to put something into the calc for this?

Could you re-verify this for me at the outpost you were at? If it still occurs, write a quick bug report for me in game and I will investigate.

The daily downtime today should have solved it with the usual maintenance we run on the servers. But if it didn't I need to know.
