Is the ISIS recommendations generic?

I thought that the ISIS recommended skills were going to be specific to the ship, but I saw that both the prospect and venture had ice harvesting as a recommended skill. Considering they can't use ice harvester modules, did these just get included because the exhumers can use them, and that section is just a generic catch all for the different ships?

ISIS is a good guide, but if it lists a skill that you specifically know you don't need, don't sweat it.

The Resource Harvesting Mastery is kind of an odd bird, given that it's used by both the mining frigates and the mining barges.

A lot of the new certificates are blankets that cover a whole profession rather than the specific use of their ship. The Masteries also cover every single skill that could potentially be used on that ship or for that profession. As a result they aren't really particularly useful.

ISIS recommendations are not generic and they aren't good for average EVE player because ISIS follows al-Qaeda's hard-line ideology and adheres to global jihadist principles.

ISIS is pretty much just as useless (maybe even more so in some cases) as the old certificate system, it is just prettier. You can use it as a very loose guide and for some basic info on ships, but past that, it isn't much good.
