Faction police not despawning very often and ... gridwide ECM?

Hi there, CCP!

I noticed this several days ago for the first time,
can't really tell when this started.

Back from March in 2012 when I was active all day bouncing around on grids,
the faction police RARELY didn't despawn.


For those who don't understand ...

As -5 in highsec, the faction police spawns after a while
and after a bit longer the frigate starts webbing and the bigger ships
follow up shortly after with their scrams.


This can be easily avoided by creating bookmarks on the fly
to bounce around on grid.


Two years ago, of 50 bounces maybe ONE TIME the faction police didn't despawn
and instead slowboated towards me. Range usually was around 300-400km.


Nowadays, though, they don't despawn every few bounces.

I can just sit there in my ship, watching the frig slowboat towards me at 2.5kmsec.


It's ridiculous.


They even do that from 800km distance now. Back in 2012, when I was too far off
and they started slowboating, eventually they despawned after a while
and respawned 20km off, as they should.

But nowadays they don't.
They just keep on slowboating towards me.


But the worst of all things is the fact that they can ECM grid-wide.
Yes. There's no 250km range limit for the faction police,
they just ECM me from any range, whereever they are on grid.


So my questions are ...


Is this actually working as intended?
Was there a change to the spawn mechanics?
