Launching Eve halts with UAC warning+cmd.exe prompt

Starting yesterday, every time I log into Eve, I am prompted with a User Account Control warning asking for permission to make changes. The program is "Installer for Microsoft DirectX D3DX components for Windows" located in .\Eve\bin\DirectXRedist.exe.

I found other threads talking about manually running this to fix DX9-11 problems, but I have never manually run this or needed to. All of a sudden, my client won't launch unless I hit yes or no every time. Here is a screenshot:

Can anyone assist with this? The game is playable if I hit yes or no, but this prompt never existed prior to yesterday.
