So as I continue to figure things out I have noticed that the number of high slots a ship has are typically more than the number of turret hardpoints. So my question is what kind of things can go into these slots at are not turrets? Any thoughts?

Traditionally they are called utility highs.

Examples of modules that are commonly put there follows:
Scan probe launcher
Salvager
Cloak
Energy neutralizers or neuts
Remote armour or shield repair
Remote capacitor transfer
Drone omnis,

Some also choose to leave a utility high empty or with an off lined module as a heat sink.

Drone omni is a mid slot item, maybe your thinking drone link augmentor to increase drone control range

tractor beam can save time on missions where you need to scoop up an item and are in a slow ship.

smart bombs and ecm bursts, just be aware they are area of effect items and can easily get you in trouble in hisec

auto targeting systems increase the number of locked targets for a ship.

For pvp I almost always put neut in spare high, preferably in slot between two batches of guns so it serves also as a heat sink when I heat guns. For pve at short distances maybe vamp especially if you fly ships known for their cap problems or omnis for drone boats.

It really depends what you do and what you fly and where.

Building an effective ship is as much an art as it is a science, and what works in one situation may actually be a deteriment in another, so it really depends on what you intend to use the ship for.

De'Veldrin's Corollary (to Malcanis' Law): Any idea that seeks to limit the ability of a large nullsec bloc to do something in the name of allowing more small groups into sov null will inevitably make it that much harder for small groups to enter sov null.
