I think they should just give it a command center hold that can fit a few of the things, but I also think that these bay-industrials should have at least 1000m3 in regular cargohold space (Venture notwithstanding).

Or just boost the Primae to a somewhat usable state, even if very specialized. Like some 10-15k commodity hold and 3-5k command center hold.

Edit: Better yet, add a the Primae as a regular ship and change all existing Primae into Primae Ore Development Editions with the new stats.

Should be a ship handed out by a PI tutorial agent, and its PI hold and command center hold size should be heavily dependent on your ORE Industrial and Interplanetary Consolidation skills (without requiring these skills to fly), which would make it usable on trial accounts without being overpowered as such, would expand as you train and would remain valuable even later.
