4.5 may be a little on the high side, but it is a nice starter char for sure. i'd say 4b with a cherry on top.

Because of nearly 2.25m wasted xp in industrial ships and the mining skill I would say 3.5-4.0 is what I would buy it for if I was looking for an amarr starter
