It's important to note that CCP considers it an exploit to be able to tank CONCORD. You're flat out not allowed to be able to. If you can anyway, you're guilty of exploit, probably haxxor, and they'll investigate.

That's fine as long as CONCORD only is in high-sec, but if CONCORD also starts sweeping low-sec, perhaps more often higher-sec systems like 0.4, and rarely systems such as 0.1 that are very close to null-sec, then it needs to become legit to be able to tank low-sec CONCORD, at least for a brief period of time. Low-sec CONCORD cannot be insta-pwners, the way high-sec CONCORD are.
