You can monitor and plan skills out of game, but the only way to actually manipulate the skill queue is to log in to the game.

Evemon is the most commonly used skill planner, and you may find EFT handy for mucking around with ship fits.

The guys who produce them update the links in the threads whenever a new version is released.

In the beginning there was nothing, which exploded.

There's currently no way to manipulate the skill queue from outside of eve. Eve gate allows the sending of evemails, and editing of contacts, but nothing else. I have to admit that I would love to have an app that could hook into in game chat channels from outside of the game.
