Allow building Outposts in NPC sov and multiple Outposts in sov.

Madness, making outposts destructible would be a massive mistake. Kill a few titans and you dent an alliance's force projection. Kill a couple of Outposts and you can destroy an alliance and most of the assets of a few players.

Are CCP trying to make Eve a purely space based PvP experience, or do you still want a dynamic unique player driven economy with the most mixed group of hardened griefers, capital wielding PvP experts, explorers, miners, and spreadsheet obsessed industrialists?

Some of these changes are superb, others like this are killing the game and making it a two sided null sec bloc war, which is utterly contrary to your supposed goal of smaller alliances forging their path.
