Take a look at this:

No Man's Sky

This looks like it might give some other games a run for their money.

Could this be the way to get WIS into EVE?

Yeah kinda looking forward to exploring that game. Saw it's presentation during the Sony news conference and it certainly looks interesting.

Procedural generation will do to gaming what assembly lines did to cars.
(Take Limit Theory's example - no ship in that game is gonna look as cool as a Manticore, Dramiel, Stratios or [insert your favourite ship in EVE here] as no line car is gonna look as good and feel as awesome as a Rolls Royce or Aston Martin)
Procedural generation is about quantity and variety not about character and soul, look and feel.

Uhhh.... Crytek has added PBR in their latest engine and star citizen is using that feature extensively, and as for lack of quality or soul in the ships, this pretty much says it all:

I think the best way would be a combination. Hand-craft the essential points of a level or world, hand-craft the distribution of important things, hand-craft storytelling.
Then use procedural generation to fill in a myriad of non-essential details.

I mean, those worlds shown in that trailer look amazing. Now I suppose if you'd go for ego-shooter gameplay on one of those worlds (as example), it'd be less than optimal, because the design of the landscapes isn't specifically made for interesting gameplay where you find things to defend, advantageous tactic positions, choke points etc. in all the right places to make a game interesting.

.. so, hand-craft those important parts and build the generated details around it.
