If you went throught Providence and didn't see anyone, you did something seriously wrong, it's almost as populated as high-sec.
As for catch, try going to V-3, you'll see some nice people hanging around.

I stand corrected guys. Had a blast yesterday night. Friendly 0.0 farmers, nice lewt, some impromptu salvaging. Was awesome.
