Ghost sites still broken after the patch?

I entered two ghost after downtime (around 12PM GMT) and all the containers in both were unopened, but empty. There was also no NPC fleet drop, almost 12 hours later these same sites still haven't de-spawned or "re-filled". I thought this was supposed to be fixed. Sad Face.

Thugh in my case they despawned after I opened them. But that's just luck, because in general they are still broken. At least after DT I've stumbled at a ghost site with a single tower unlocked and a frigate wreck. Which means that the site exploded and failed to despawn. I managed to open all the other towers without NPCs or explosions, after which the site finally despawned.
