PLex was player driven....

It started to get bad with incarna and speculation since grand schemes of plex and other crap it could get for lots of things.

Then they had isk faucets from incursions.

And since dust took longer to take off, PI ran without a counter to be a faucet (I have spreadsheets from when some PI items were npc supplied....some PI items saw nice boosts in price I sadly did not speculate on).

CCP took away drone poop (as well as better drops on rats). This added to ship inflation to leak into areas like plex. CCP liked you miners here. Don't like the high prices...but miners complained when mission runners and droners were pulling tons or rock off drone wrecks. CCP can't catch a break here can they lol.
