Surface pro yes, won't have the same FPS as a good desktop, but still works quite well and is very playable.

I haven't tried EVE on a Surface Pro, but I tried PlanetSide 2 on the first generation of Surface Pro.
It was definitely playable and I was surprised that it was running such a game. I had all settings to Medium and was getting about 20-40 frames per second, and this was before the optimization patch (about 6 months ago).

I imagine the Surface Pro 2 and Surface Pro 3 will run EVE quite smoothly. Just remember, if you do decide to get a Surface, you want to get one of the Pro versions. Those have actual Intel processors in them and run full Windows 8 and are capable of most computer tasks save for 3D modelling and rendering, but will run most games well as long as you don't put the graphics settings to High.

Splashtop Anywhere looks interesting, I used to use the Splashtop OS on my netbook, it's a shame they discontinued it.

In the beginning there was nothing, which exploded.
