Drone Spec Skills Changes

I had been away for a while, and when I came back last month I had a nasty surprise in pvp when I couldn't launch my praetor IIs because somewhere along the line they changed it to need Racial Drone Spec 4 to use t2 heavies. Now in the latest patch they changed it back to need Amarr Drone Spec I, is this right or am I losing my mind?

It was Spec I last year, then it was Spec 4, now it's Spec I again?

There have been no changes to drones in the past five years before Kronos.

At least not in the patch notes, and yet, I could launch Praetor IIs last year, I couldn't when I came back recently, and then I could again after Kronos. (I had all drone specs at 4 except Amarr at lvl 2)

Are you sure this wasn't a 'Drone bay' issue? (Like maybe your ships drone bay size changed?)
It seems to me that you wouldn't have been able to load the drones or undock, if you didn't have the skills leveled up.

You have always needed the racial spec IV for Heavies. Or at least since I started playing, '06.

Before last patch you could use t2 sentries with just sentry 5. Now you need racial spec 1 in addition.
