Speed disruption fields

Much like warp disruption fields, I propose the introduction of speed disruption fields that can be activated in 0.0, lowsec and WH space.

The main idea is to counter the tactic employed by coward people to avoid fighting (unless they are sure to win) by burning back to the gate and jumping.

It functions just like the warp bubble, and can also be activated in lowsec (only by heavy dictors).

It will also prevent the mwd-cloak-warp tactic by deactivating the bubble at the right time.

I would say that this would also be used to ensure a blob outnumbering their opposition by a large factor get themselves some nice easy kills.

Use webs, they already exist and require no Dev time.

Not supported.

Let's not overlook what happens if you put a marauder in the middle of one. How about a fleet of ABC's? It's just a cozy little bubble they can sit in without worrying about anyone being able to reach them to return fire before they get blapped. The bubble doesn't stop them from leaving from the middle of it if an opposing group of snipe ships shows up, so it becomes a risk free honeypot.

Speed is an integral part of combat balance. Targeted E-war fits within that balance because the pilot has to maintain lock, maintain range and stay alive. A blanket effect that immediately effects every ship in an area, doesn't have to be maintained and remains after the deploying pilot has been killed breaks all aspects of combat balance.

Everything from damage application to range control to the balance between different ship size categories. Gone in one swipe.
