Question about the POS standing removal ?

Hey Everyone,

When i watched the video, they said they was changing things with highsec and removing the POS standing requirement to place them and also changing the window that makes things. Any idea's on why this didn't happen on the last patch or did i miss a note that said it was on another date?

delayed til next release so they have time to do it properly.
