It's no harder to scan down than a venture. Which is to say, it's not easy, but it's not that difficult with decent skills.

This is not correct.

Sigrad divided by sensor strength is a measure of how hard a ship is to scan down. 0.98 is the lowest (you can get lower, but the server will treat the number as 0.98 for scanning purposes)

Venture has (without ECCM modules, skills, Halo implants or -sigrad links) 10, easier to scan than an Ishtar. (The Ishtar is between 6 and 7 when I fly it, with no ECCM, Halos or links and mediocre skills in this regard)

Prospect has an extremely low 4 at Expedition Frigate 0 and 3 at Expedition Frigate 5. That is quite simply amazing.

It is not hard, at all, to fit a Prospect to the point that it is not possible to scan down at all without Virtue implants. (I believe that you only need +3% set bonus, so the HG alpha and beta are enough).
