We can have this dress as "outer" layer,
without needing a "top" layer.
Like the jackets the breast exposing females wear.

The issue is, that the dress forces a "bottom" layer, like pants or skirts.
One can't go to the posing room without clothes covering the legs.


That just makes no sense.

Shoes would cause PI to stop producing

And god knows what no shirt would cause.
