I have another question... If they have such low security (-9.9), how do they enter hi sec space?

By using a stargate. Given that you asked that question i'm assuming that you are assuming that outlaws are getting shot on sight by CONCORD. That is not the case. Outlaws are attacked by empire navies who _can_ hang around gates. If the gate is cleared quickly or ships are provided at a savespot, outlaws have no problem to operate in highsec.

If you take all the sand out of the box, only the cat poo will remain.

They warp to a high sec gate and hit "jump", same as any other system.

If you must mine then the best thing to do is find an out of the way system and mine in a retriever. the fit you had was fine. Try and mine in 0.8 or above.
You could also buy a permit from http://www.minerbumping.com/p/the-code.html theve people who are the majority of the gankers (and really nice people).
I really don't recommend mining for new players though as the income is poor and the skills don't cross over into other parts of the game (except the drone skills).
ships in eve are disposable tools and losing one is a minor event. I count a pve ship a success if it earnt more than it cost before it died. My combat ships i prefer to have killed a greater value of ships than it cost me.
maybe try some faction warfare in frigs? lose a few and get a ton of loyalty points in the process. Learning to cope with the losses i vital.
