They "go for around 40 million on contracts" because those are the contracts that aren't sold. It is quite unprofitable to build, even at 35m.

It looks like the absolute maximum you could sell each for is 28 million, but that would have absolutely 0 profit for a manufacturer. So I'd say you can probably sell them at 23-25m each.
