So basically, if someone complains about a web site, it gets taken down or blocked?

Pretty dumb logic.

So, someone can use the WiFi at the local library, do naughty things and have the IP address of the library taken down?

Its not doing naughty things at the library, its hosting copyrighted material, but yeah.
