Hovertext Missing From Chat/Other Windows

I am no longer able to get any hovertext or description when I hover my mouse cursor over a linked item in chat or any other items that display in my item windows. I'm not sure if this is a display or game setting but I would really like to find out what I can do to bring that functionality back.
